                     CX is COMPLEX*16 array, dimension (N)
                     On input, the vector X.
                     On output, CX is overwritten with C*X + S*Y.

           INCX

                     INCX is INTEGER
                     The increment between successive values of CY.  INCX <> 0.

           CY
