run-ncbi-converter name arg [...]

run-ncbi-converter runs one of the tools from NCBI's FTP site with specified arguments. It maintains a cache of downloaded tools in $NCBI_CONVERTER_DIR ($HOME/.cache/ncbi-converters by default).
