NAME

       PGARunMutationOrCrossover  -  Performs  crossover  or  mutation  (but  not  both) from one
       populationto create the next.

DESCRIPTION

       Assumes PGASelect has been called.

INPUT PARAMETERS

       ctx    - context variable
       oldpop - symbolic constant of old population
       newpop - symbolic constant of new population

OUTPUT PARAMETERS

       side   -effect.
